7. Culture as Infrastructure
Ask most engineers about culture and you will get a small wince — it sounds like posters, values statements, and the offsite nobody wanted to attend. That reaction is the problem. Culture is the infrastructure the work runs on — the invisible system that decides, far more than any process document, whether good ideas ship or quietly die.1 Treating it as soft is how technically excellent organisations lose to ones that are merely well run.
