7. Culture as Infrastructure

Ask most engineers about culture and you will get a small wince — it sounds like posters, values statements, and the offsite nobody wanted to attend. That reaction is the problem. Culture is the infrastructure the work runs on — the invisible system that decides, far more than any process document, whether good ideas ship or quietly die.¹ Treating it as soft is how technically excellent organisations lose to ones that are merely well run.
